Ms. Zineb El Adaoui, First President of the Court of Accounts, received on Tuesday, September 2, 2025, Hon. Sen Godfrey Osotsi, Chairperson of County Public Investments and Special Funds Committee at the Senate of Kenya, leading a high-level parliamentary delegation.<\/strong><\/p>\n\n\n\n

The purpose of this visit was to learn about Morocco\u2019s experience in the field of supreme oversight of public finances, with particular emphasis on oversight mechanisms relating to public investments carried out by both the State and local authorities.<\/strong><\/p>\n\n\n\n

In her opening remarks, the First President welcomed the Kenyan delegation, underscoring the growing momentum of relations between the Kingdom of Morocco and the Republic of Kenya, as well as the multiple prospects for cooperation as part of South-South partnership, reflecting a shared commitment to development and the exchange of experiences.<\/strong><\/p>\n\n\n\n

On this occasion, the First President laid out the experience of financial jurisdictions in the area of supreme oversight of public finances, highlighting the new approach adopted in the programming of audit missions, the qualitative improvement of reports, the follow-up of recommendations, and the strengthening of communication with stakeholders, in particular the parliament and the government. She also stressed the constitutional and legal guarantees that ensure the Court\u2019s independence in the exercise of both its jurisdictional and audit functions.<\/strong><\/p>\n\n\n\n

The First President further underlined the essential mission carried out by the Court and the Regional Courts of Accounts in overseeing public investments and evaluating public projects and programs, with special attention to major reforms of strategic importance. This mission is pursued within an integrated methodology designed to assess performance, evaluate risk management, and ensure the achievement of set objectives, while striving to enhance the quality of services and to generate a tangible and lasting impact on citizens\u2019 lives. On the international scene, she recalled that the Court, in its capacity as Secretariat General of the African Organization of Supreme Audit Institutions (AFROSAI), works to promote good governance across the continent.<\/strong><\/p>\n\n\n\n

Hon. Godfrey Osotsi presented the Kenyan experience regarding the relationship between Parliament and the Supreme Audit Institution. He also expressed his appreciation for Morocco\u2019s experience in this field, emphasizing the achievements made and the recognized credibility of the Court at both the national and continental levels. He further expressed his interest in the methodology adopted by the Court in programming and monitoring its audit missions, as well as the mechanisms safeguarding its independence in the exercise of its prerogatives, noting that the progress achieved in this area makes it a model to follow.<\/strong><\/p>\n\n\n\n
