The Court of Accounts, in partnership with the INTOSAI Development Initiative (IDI), is organizing a masterclass on \u201cLeading SAI institutional Change\u201d, held on September 29 to October 3, 2025, in Casablanca. Representatives from Supreme Audit Institutions across Africa, Europe, and Asia are participating in this session, alongside academics and experts from the from IDI, development partners, donors and Morocco.<\/p>\n\n\n\n

This initiative is part of MASTERY program, aimed at leadership capacity building. The training session seeks to enable participants to understand the challenges of institutional transformation and equip them with the skills necessary to effect change within their institutions, thereby enhancing their capacity to address current challenges, improve the performance of supreme audit institutions and ensure the optimal fulfillment of their mandates.<\/p>\n\n\n\n

The masterclass focuses on four key themes: strategic management and change, preserving and strengthening the independence of SAIs, risk governance and stakeholder engagement. These topics will be tackled in presentations of practical experiences and exchange of best practices among participating institutions, contributing to insightful debates and expertise sharing.<\/p>\n\n\n\n

In her opening speech, Ms. Zineb El Adaoui, First President of the Court of Accounts, said that the diversity of national models and contexts does not obscure the unity of purpose, which consists of ensuring optimal management of public funds and consolidating the principles of transparency and accountability. The First President also stressed that addressing common challenges requires Supreme Audit Institutions to engage in a comprehensive institutional change process based on clear vision, effective leadership and stronger independence. She considered that success in this endeavor requires a participatory approach that places the individual at the core of all change, hinges on strategic risk management, and leverages the opportunities offered by digital transformation, enabling these institutions to fulfill oversight, advisory, and forward-looking roles that enhance their sustainable impact in serving the public interest.<\/p>\n\n\n\n

Ms. Fran\u00e7oise Salam\u00e9 Guex, Head of Economic Cooperation and Development at the Swiss Embassy, emphasized that Supreme Audit Institutions have become a pivotal player in achieving inclusive growth by ensuring good governance and optimizing public resources.<\/p>\n\n\n\n

Mr. Ola Hoem, Deputy Director General of the INTOSAI Development Initiative, said that this masterclass is of paramount importance in enabling participants to understand the operational context of Supreme Audit Institutions, comprehend major global trends and scenarios affecting their work and develop their capacity to lead themselves and others within this framework.<\/p>\n\n\n\n

This initiative reaffirms the renewed confidence that the Court of Accounts enjoys among donors and international partners, as a supporting institution for the advancement of good governance regionally and internationally.<\/p>\n\n\n\n
