The Court of Accounts takes part in the proceedings of the 10th general assembly of the African Parliamentarians’ Network on Development Evaluation (APNODE)

Ms. Zineb El Adaoui, First President of the Court of Accounts, took part in the proceedings of the 10th General Assembly of the African Parliamentarians’ Network on Development Evaluation (APNODE), organized in partnership with the House of Councilors and held in Laâyoune on November 21, 2025.

In her address during the opening session on the theme “Evaluation: A Collective Responsibility and Democratic Instrument for Global and Transparent Governance,” the First President emphasized that achieving Sustainable Development Goals, particularly at the African level, requires close and coordinated cooperation among all oversight and evaluation stakeholders, notably the legislative branch. In this regard, she underscored the substantial evolution of cooperation between the Court of Accounts and the Parliament since the adoption of the 2011 Constitution. This evolution is reflected in the assistance provided to Parliament in areas relating to the oversight of public finances and in responding to the consultations and questions addressed to it by the institution, in connection with the Parliament’s legislative, oversight and evaluation mandates. In this regard, she noted that the Court has processed 14 requests for opinions and consultations since 2013, covering various themes, while reiterating the Court’s steadfast commitment to the complementarity of oversight mandates, as well as to the respect for the principles of credibility, objectivity, and professionalism—values that cement the standing of both institutions and amplify the impact of their work.

In evoking the role of Supreme Audit Institutions (SAIs) in the implementation of the 2030 Agenda, the First President recalled that the past two decades have been marked by a major evolution in public policy evaluation approaches. These approaches have progressively moved beyond the logic of execution monitoring to integrate methodologies centered on impact evaluation. She also said that Supreme Audit Institutions have integrated objectives into their respective strategies, focusing on the evaluation of government preparedness for the implementation of the Sustainable Development Goals, the analysis of coordination mechanisms and monitoring and accountability systems, in addition to reviewing public programs and policies directly linked to the SDGs. Furthermore, the First President highlighted the lessons learned from international experiences, particularly within INTOSAI, which have helped identify key success factors for development policies and the production of professional guidelines.

In conclusion, the First President reiterated the commitment of the Court of Accounts, in its capacity as the General Secretariat of AFROSAI, to support evaluation and development efforts within the African sphere, to bolster institutional cooperation and to contribute to the improvement of the quality and efficiency of public policies.
