These principles were emphasized by the High Royal Directives of His Majesty King Mohammed VI, may Allah assist Him, upon appointing the Mrs. Zineb El Adaoui as First President of the Court of Accounts.
The Court’s participation in this edition aims to bring its constitutional mandates and responsibilities closer to citizens and to highlight the real impact of its oversight effort by ensuring that various stakeholders grasp the findings of its audit efforts, particularly recommendations and rulings, and engage effectively in their implementation as part of a positive and effective partnership, in accordance with the legal framework governing its mandates. In this context, the Court includes in its scientific program a series of conferences, led by judges and officials, addressing topics pertaining to aspects of cooperation with the legislative authority in the area of public finance oversight, coordination mechanisms with the Presidency of the Public Prosecutor’s Office in the area of protecting public funds, as well as the role of financial oversight in supporting results-based public management. The Court will also participate in two joint conferences on the role of the judiciary in upholding ethical standards in public service, co-organized with the Supreme Council of the Judiciary and the Public Prosecutor’s Office, and on the topic: “Safeguarding Integrity and Preventing Corruption: An Integrated Approach with a National Institutional Sense,” in partnership with the National Integrity and Anti-Corruption Authority.
In addition to the conferences, the participation program includes organizing interactive meetings at the Court’s stand, open to all visitors, particularly young people, students and researchers, providing a space for direct communication. These meetings aim to provide explanations about the statute of Financial Jurisdictions’ judges and the legal provisions and professional ethics it contains, as these are the standards that frame the exercise of this judicial function and guarantee its independence and integrity. These meetings will also address the academic and professional dimension of the audit judge profession, through presenting the required academic path, the requirements for entering this profession and the skills it requires.
Concurrently, the Court will display in its stand various publications of Financial Jurisdictions, including annual and thematic reports, as well as decisions and judgments issued within the framework of its judicial responsibilities, in addition to a digital guide of the main publications since 2003.
This participation represents an opportunity to renew the Court of Accounts’ commitment to openness toward stakeholders, particularly citizens, in consolidation of its awareness-raising and educational role, thereby contributing to fostering the culture of integrity, transparency and accountability in our country.
