The Court of Accounts receives a joint delegation from INTOSAI and the OECD for a global study on the independence of Supreme Audit Institutions (SAIs)
On Thursday, June 12, 2025, the First President of the Court of Accounts, Ms. Zineb EL ADAOUI, received a joint delegation from the International Organization of Supreme Audit Institutions (INTOSAI) and the Organisation for Economic Co-operation and Development (OECD), composed of Ms. Anne Leliépault, Mr. Fahad Alohali, and Mr. Jean-François Leruste.
This visit was part of a global study on the independence of Supreme Audit Institutions (SAIs).
During the meeting, the First President emphasized the strategic importance the Court of Accounts places on its engagement with external stakeholders, with the aim of improving the ownership of its work and recommendations. She highlighted in particular the establishment of permanent communication channels and efforts to enhance the clarity and accessibility of the Court’s reports. She also underscored the importance of professional capacity-building programs for magistrates and staff, which contribute to strengthening the impact of audit missions and consolidating the Court’s de facto independence.
In addition to a meeting with the King’s Attorney General at the Court, the delegation held a series of discussions with key stakeholders related to the Court’s work, including institutional partners, the academic community, media representatives, and civil society actors.
The main objective of this global study is to analyze international best practices aimed at ensuring the independence of SAIs beyond legal frameworks, in order to formulate general recommendations for strengthening their de facto independence.
It is worth noting that Morocco is one of seven countries from various INTOSAI regions (Spain, Indonesia, Jamaica, Jordan, Liberia, Morocco, and Paraguay) selected for in-country visits as part of this global study.
