The Court of Accounts’ experience in mandatory asset declaration: Focus of a working visit by the Federal Integrity Commission of the Republic of Iraq

Mrs. Zineb El Adaoui, First President of the Court of Accounts, chaired, on Wednesday, at the Court’s headquarters, a working meeting with Mr. Mohammad Ali Al-Lami, President of the Federal Integrity Commission of the Republic of Iraq, accompanied by a high-level delegation. Also present at the meeting were His Excellency the Ambassador of the Republic of Iraq in Rabat and senior officials from the Chamber of the mandatory asset declaration within the Court.

During this meeting, the First President highlighted the role entrusted to the Court of Accounts in fostering integrity in public life, under its mandatory asset declaration competence, emphasizing that the Kingdom of Morocco has chosen to entrust this mandate to its Supreme Audit Institution, which ensures, in addition to receiving, monitoring and overseeing declarations, the contribution to the development of the adopted system, in line with institutional and legislative developments at home and abroad with respect to integrity and the fight against corruption.

The First President stressed that the Court exercises this competence according to an integrated approach combining jurisdictional and non-jurisdictional functions, including budgetary and financial discipline, management control, as well as auditing and adjudication of accounts.

Mr. Mohammad Ali Al-Lami laid out a comprehensive overview of the evolution of the Commission’s missions and responsibilities and its legal framework, outlining the achievements and measures adopted by his country in the prevention and fight against corruption. He also expressed his willingness to strengthen cooperation in order to benefit from the best practices of both institutions and the training programs organized by the Iraqi Anti-Corruption Academy.

It is worth noting that the Moroccan legislator has entrusted the Court of Accounts with the mission of receiving, monitoring and overseeing mandatory asset declarations, an orientation enshrined in the 2011 Constitution, alongside the updating of the legal framework currently in force governing this competence.
