The Court of Accounts Participates in the XXVth International Congress of Supreme Audit Institutions (INCOSAI XXV) in Sharm El Sheikh

Ms. Zineb El Adaoui, First President of the Court of Accounts, accompanied by a high-level delegation from the Court, participated in the proceedings of the XXVth the International Congress of Supreme Audit Institutions (INCOSAI XXV). The event is hosted by the Accountability State Authority of the Arab Republic of Egypt in Sharm El Sheikh, from October 27 to 31, 2025.

This Congress, which included the participation of delegations and representatives from Supreme Audit Institutions (SAIs) and international organizations, is a prominent international event. It brings together leaders of the global audit community to foster cooperation, exchange experiences, and support efforts aimed at cementing the principles of transparency, integrity and the safeguarding of public funds.

During the proceedings of the first day of the Congress, the First President, in her capacity as Secretary-General of the African Organization of Supreme Audit Institutions (AFROSAI), laid out a report on the organization’s 2023–2025 activities.

In her address, the First President highlighted that AFROSAI witnessed a significant reform effort during this period, encompassing its organizational structure and governance system. She explained that following the election of the Court of Audit of the Kingdom of Morocco as the organization’s Secretary-General and host of its permanent headquarters by the AFROSAI General Assembly on December 4, 2024, all legal and administrative procedures for the transfer of the permanent headquarters from the Republic of Cameroon to the Kingdom of Morocco, the handover of responsibilities and the allocation of necessary human and material resources have been completed.

The First President added that the General Secretariat underwent a restructuring focused on modernizing its operational mechanisms and launching the organization’s new website, enabling the completion of several projects and activities during the recent period. The First President also reviewed the most prominent initiatives undertaken by AFROSAI during this phase, in line with the implementation of its 2022–2027 Strategic Plan and cooperation with relevant international and regional organizations.

In its capacity as Secretary General of JURISAI, and as a Supreme Audit Institution that contributed to the establishment of this international entity and to strengthening its presence within INTOSAI, the Court of Accounts took part, on October 30, 2025, in the proceedings of the General Assembly of said organization. These proceedings culminated in the adoption of an amendment to the Statutes of INTOSAI, aimed at integrating JURISAI into its organizational structures.

It is noteworthy that the First President also took part in the proceedings of the 79th Governing Board meeting of INTOSAI, held in Sharm El Sheikh from October 26 to 28.
