Court of Accounts – IsDB: Strengthening the Capacities of Francophone Sub-Saharan African SAIs in “Evaluation of Public Programs and Projects”

In partnership with the Islamic Development Bank (IsDB), the Court of Accounts of the Kingdom of Morocco organized, from June 11 to 13, 2025, a workshop dedicated to raising awareness on the development of evaluation practices by Supreme Audit Institutions (SAIs) of Francophone Sub-Saharan African countries.

This event brought together 28 participants representing 13 SAIs from Francophone African countries, in addition to Morocco, namely: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Djibouti, Gabon, Guinea, Guinea-Bissau, Mali, Mauritania, the Union of the Comoros, Senegal, and Chad.

In her opening address, Ms. Zineb El Adaoui, First President of the Court of Accounts, welcomed this strategic partnership with the IsDB. She emphasized that this initiative marks a new milestone in a fruitful collaboration aimed at effectively supporting Francophone African SAIs in developing their capacities in evaluating public programs and projects.

For his part, Mr. Ahmed Aboubacrine, Director of the IsDB Regional Center in Rabat, expressed his deep appreciation for the exemplary role played by the Court of Accounts of the Kingdom of Morocco. He highlighted its leadership, sustained commitment, and the quality of its collaboration with the Islamic Development Bank. He also praised the mobilization of its expertise in support of its peer institutions across the African continent.

This workshop provided an opportunity to deepen participants’ understanding of the challenges and benefits of evaluation in the management of public programs and projects. It also served as a platform for experience-sharing, comparative discussion of practices, and the development of a shared vision of the evaluation approach.
