The First President of the Court of Accounts takes part in the Opening Session of the International Conference on “Career Paths of Female judges”
Ms. Zainab El Adaoui, First President of the Court of Accounts, took part, on April 29, 2026, at the headquarters of the Supreme Council of the Judiciary, in the proceedings of the opening session of the International Conference on the theme “Career Paths of Female judges,” commemorating the 65th anniversary of the Moroccan female judge. The conference is organized by the Supreme Council of the Judiciary in partnership with the Council of Europe and the European Commission for the Efficiency of Justice (CEPEJ), taking place on April 29-30, 2026.
In her speech on this occasion, the First President recalled the historical trajectory of female judges’ engagement in building Morocco’s financial justice, since its creation and the Court’s actual commencement of its functions in the early 1980s. She highlighted that female financial judges have continued, throughout this journey, to make a substantive contribution to bolstering the foundations of financial justice, achieving remarkable progress with the number of female judges in Financial Jurisdictions increasing from one judge in 1984 to 117 judges in 2026, representing approximately 28% of the total judges of the Court of Accounts.
She further noted that this momentum has been sustained by the growing presence of women in leadership roles within various institutional structures of the financial jurisdictions, pointing out that the number of female judges in leadership positions reached 22 during the past five years, compared to one in 2020. She emphasized that the roles of women within financial jurisdictions are not limited to leadership positions but extend to substantive functions, including as reporting judges and investigating judges, as well as their international presence within international organizations and working groups or as members of external audit teams for international institutions.
The First President affirmed that this growing presence reflects confidence in the competence and professionalism of female judges. It demonstrates their responsible commitment to the success of structured Financial Jurisdictions initiatives. Despite objective constraints and challenges, the continuous improvement in women’s representation constitutes a genuine catalyst for sustained progress. This advancement is supported by the High Royal Directives of His Majesty King Mohammed VI, may Allah assist Him. A multi-year strategy underpins these gains, grounded in merit and equality in professional career management, skills valorization, and the encouragement of youth and women.
