Signature of a memorandum of understanding on the transfer of the functions of the General Secretariat of the African Organization of Supreme Audit Institutions “AFROSAI” to the Court of Audit of the Kingdom of Morocco

Mrs. Zineb El Adaoui, First President of the Court of Accounts, Secretary General of the African Organization of Supreme Audit Institutions “AFROSAI”, and Mr. Khaled Ahmed Chekchek, President of the Audit Office of Libya and President of AFROSAI, presided over the ceremony, on Friday, May 2, 2025, the signing ceremony of a memorandum of understanding concerning the transfer of the functions of AFROSAI’s General Secretariat to the Court of Auditors, and the definition of its commitments in terms of resources and facilities necessary for the optimal functioning of its activities.

In her speech on this occasion, Madame Zineb EL ADAOUI underlined the importance of this agreement, describing it as a key moment for AFROSAI and a fundamental milestone for the achievement of its strategic objectives, while responding to the priority challenges of member institutions. She reaffirmed the Court’s firm commitment to playing a leading role in preserving AFROSAI’s legacy and strengthening its performance, notably by implementing innovative and structuring projects, reinforcing cooperation between regional groups, and consolidating its position within INTOSAI, the parent organization. Finally, she stressed the need to implement an effective communications strategy, designed to increase AFROSAI’s visibility and international influence.

For his part, Mr Khaled Ahmed Shekshek reiterated his absolute confidence in the Court and its notable achievements. He emphasized that the Organization’s Presidency and its General Secretariat would be actively and jointly committed to achieving the Organization’s objectives, by providing comprehensive institutional support to member institutions, notably through professional and technical capacity building.
This agreement is part of the implementation of the resolutions of the AFROSAI General Assembly, held in Tripoli, Libya, from December 4 to 6, 2024. At this meeting, the Cour des Comptes was elected Secretary General and host institution of AFROSAI’s permanent headquarters. It also follows the signing, on April 30, 2025, of the headquarters agreement between the Moroccan government, represented by Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccans Resident Abroad, and Ms. Zineb El Adaoui, AFROSAI Secretary General.

This move is part of the implementation of the enlightened royal vision to strengthen South-South cooperation and make it a strategic choice for the Kingdom and its partners in Africa, with the aim of consolidating good governance, achieving shared sustainable development and fostering prosperity on the African continent.
