“Governance of the Development Model of the Southern Provinces as a Concretization of Advanced Regionalization” the theme of a study day held in commemoration of the 50th anniversary of the Green March

The Regional Court of Accounts of Laâyoune-Sakia El Hamra, in partnership with the Wilaya of the Region, organized on Monday, November 10, 2025, a study day on the theme “Governance of the Development Model of the Southern Provinces as a Concretization of Advanced Regionalization The event brought together a wide range of local officials and territorial stakeholders.

This initiative is part of the commemoration of the 50th anniversary of the Green March, a landmark national event that embodies the values of patriotism and commitment to the development of the Southern Provinces under advanced regionalization.

The study day aimed to provide an intellectual and professional platform to exchange insights on the governance of public management in the Southern Provinces, by shedding light on the development experience of the Laâyoune-Sakia El Hamra Region, regarded as one of the leading examples of the implementation of advanced regionalization.

The meeting also sought to discuss mechanisms for evaluating public programs and projects, while highlighting the role of Regional Courts of Accounts in supporting territorial governance and bolstering the principles of transparency and accountability in the management of local public affairs. Furthermore, it aimed to formulate practical recommendations that could contribute to advancing the regional development process and enhancing convergence among the various institutional stakeholders at the territorial level.

The scientific program of the study day was structured around two main sessions. The first session focused on the methodology and outcomes of the development model of the Southern Provinces in the Laâyoune-Sakia El Hamra Region, as well as on the evaluation of public programs as a driver of performance and territorial governance. The second session addressed the role of Regional Courts of Accounts in promoting the principles and values of good governance, efficiency, transparency and accountability, through the example of the Regional Court of Accounts of Laâyoune-Sakia El Hamra, and it examined the impact of issues related to territorial management under advanced regionalization.

At the conclusion of the study day, several recommendations were made, emphasizing the need to strengthen coordination among the various stakeholders involved in regional development, develop the capacities of territorial actors and regional institutions in the conception, monitoring, and evaluation of programs, promote efficiency in public management, and, finally, consolidate the principles of transparency and good governance in the management of local affairs.

It should be recalled that on the occasion of the commemoration of the 50th anniversary of the Green March, the official launch of construction works for the headquarters of the Regional Court of Accounts of the Laâyoune – Sakia El Hamra region will take place on November 4, 2025. This project, which will be carried out as part of a delegated project management between the Court of Accounts and the National Agency for Public Facilities, is part of the strengthening of financial jurisdictions’ infrastructure, the modernization of their administrative spaces, and providing adequate reception conditions for citizens as well as for all stakeholders.
